Special Education Programs

The Special Services Department is responsible for providing a free appropriate special program to all pupils who are classified as educationally disabled.  These services may be provided within the local schools or in an appropriate out of district placement.  Roxbury Township Special Services Department currently provides the following in-district programs for students who are classified as educationally disabled:
    Resource Center Program - The Resource Center provides both in-class support and pull-out replacement instruction.
    Self-contained Classes - Self-contained special education classes provide a highly structured and individualized approach for those students whose educational disability prohibits them from making appropriate progress in a regular education setting.  The district currently provides self-contained classes for students who are classified Pre-School Handicapped, Learning and Language Disabilities, Multiple Disabilities and Cognitive Disabilities.                                                       

 

Transition

The Transition coordinator is responsible for assisting parents and students prepare for the students' transition from high school to their post high school life.  If you have any questions regarding Transition Services, you may contact the Transition Coordinator by calling the Special Services office. 

        

Speech and Hearing Services

Speech and hearing specialists provide instruction for pupils having such problems.  Appropriate supporting procedures are recommended to teachers for the classroom and to parents for use at home.   

Project Child Find

Do you have or know of a Roxbury Township child, three to twenty one years of age that may have a developmental delay?  If so, our district's child study team can help.

A community-wide effort to find and help children who may be developmentally delayed in some way and in need of special education programs and services, is now being conducted by our school district's child study team.

In many cases, a child who is identified early can be helped if special education is provided.  Sometimes parents just need to know what special programs are available and how these programs may be obtained for their child.

If you are concerned about your child and are uncertain about what you should do, please call the Child Study Team at 973-584-4232.  If you know of a child who may have special needs, please ask the parents to contact us for further information.  All information is confidential.       

Special Education and Child Study Team

A student who is experiencing learning or behavior problems may be identified to the Child Study Team for evaluation to determine if the student is educationally disabled and in need of special education services.  Identification to the Child Study Team shall be made in conformance with district procedures.  A student may be identified as a candidate for evaluation by parents or professional staff.  In all instances, written parental consent is necessary before the evaluation can be conducted.  

Home Bound Instruction

If illness or accident requires a prolonged absence from classes and the confined student is able to proceed with studies, the school will provide homebound instruction.  Please call the Special Services office at 973-584-4232 to arrange these services.   

Early Admission

In accordance with the law, children who will be five years of age on or before October 1 of the given year shall be admitted to kindergarten n September of that year.

 

  1.  Early admission - Age five from October 2 through December 31.

     Children who will be five years of age after October 1 of the current school year will be admitted to kindergarten in that school year if they fulfill the criteria for early admission approved by the Board of Education.

     Parents who send their children to private kindergartens or to a kindergarten in another public school district should not expect to transfer their children into Roxbury kindergartens during the year if they miss the October 1 cut-off date and do not pass the early admission screening.

     Children who are new residents and have attended kindergarten in another district or in a private school must abide by the same entrance criteria.  the criteria for early admission to kindergarten is as follows:

 

  1. The child must be five years of age on or before December 31 of the current school year.
  2. Parents must apply for early admission screening by letter to the Superintendent no later than June 15; exceptions are new residents who may apply upon moving into the Roxbury community.
  3. Testing shall consist, where applicable, of evaluations which provide standardized and highly reliable measures of each of the following areas of development:

        a.  Physical status (child must meet state and local requirements as listed in Board policy)
          
        b.  Intelligence ("bright normal" or above)

        c.  Perceptual maturity (equivalent to average beginning kindergarten child)

        d.  Social maturity (normal range or above)

        e.  Emotional maturity

        f.  Achievement (pre-school index; equivalent to average beginning kindergarten child)

        Potential and readiness must be demonstrated in each of the listed areas.  Each of the indicated levels of proficiency are to be regarded as the minimum requirement for consideration for early admission.

    4.  Early admission placement in a kindergarten class shall be on the basis of a six week trial.  The decision as to final placement shall rest with the building principal in consultation with the kindergarten teacher and Child Study Team.

  B.  First Grade Admission

    The entrance requirement for children entering Grade 1 is successful completion of kindergarten in the Roxbury School System.  children who completed kindergarten outside the Roxbury schools must meet the following criteria:

  1. The child must be six years of age on or before October 1 of the current school year.
  2. The child must be six years of age between October 2 through December 31, successfully completed kindergarten, and pass the special early admission first grade screening.
  3. Children reaching six years of age after December 31 cannot be accepted into Roxbury first grade, but will be admitted to kindergarten.

  C.  Appeal Procedure

    Parent(s) or legal guardian(s) with special or unusual cases may appeal the decision of the Principal on entrance age to the Supervisor of Special Education who shall rule on the appeal within ten working days.  The decision of the Supervisor of Special Education may be appealed to the Superintendent who shall rule on the appeal within ten working days.  The Superintendent's decision may be appealed to the Board who shall render a decision within thirty days.

If you have a child who will turn five between October 1st and December 31st and would like to have your child tested for Early Admissions, please send a letter to the Superintendent of Schools requesting Early Admissions Testing.  The testing will take place during the summer prior to the initiation of the school year.
